U.S. had nothing to do with it. The countries involved have limited air forces and didn’t want to give up sometimes half of them to Ukraine, while then having to train fighters up in whatever the U.S. would have provided them with. Probably something better, no doubt, but still, you don’t want to have half your air force disappear right before you discover that Putin’s gone Full Tilt and decided to also invade the rest of Europe.
