Well I can’t agree that a US Supreme Court opinion interpreting the Constitution isn’t relevant, but the product of a research service interpreting statutory terms is. As an attorney, I would cite a Supreme Court opinion over a research service opinion any day of the week. But again, I will say that I don’t think this is an issue for the courts. Its an issue which could be brought up during the campaign, and its an issue that the electors could consider when casting their ballots.
