I tried to do that. I got the BEST price, but I didn’t get enough people. Ten days, all transfers, 3 star hotels and all tours for just under $2000 CDN in off season. Round trip airfare from Toronto (direct) and very inexpensive add-ons from other North American locations to TO or NY.

I know. I used to run tours with the UJA. Without subsidies, it can still be expensive. But there are still ways to lower the cost, but I know it is difficult.
