To be fair, Boris may well have meant that sarcastically; when I read it aloud, it sounds like your not untypical offbeat British humor. It starts with “No doubt, ……” and everytime I’ve heard a Brit use that, it’s usually meant as sarcasm.

Except that it wasn’t a one-off. Boris says stuff like that a lot, and has done so for years.
