I think you’re closer on the “WTF are they complaining about?” aspect as they would, routinely, do worse. Still we do expect better of our troops and they should be punished. More than an Article 15, to be sure, but is this BCD/DH level? I’d say somewhere in between.

I do remember the Pvt E1 I met once with E8 faded outlines on his collars… diamonds in the centers…
