USPS and USN are specified in the Constitution. USAF and Army are not. (In fact, the US Army as constituted is damn well discouraged.)

Not really, regarding the Army, Article I, Section 8:

12: To raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two Years;

13: To provide and maintain a Navy;

14: To make Rules for the Government and Regulation of the land and naval Forces;

The idea of the two year cap on appropriations was to make sure Congress kept oversight on a president who might get belligerent with military force.
