Belgium was technically neutral during the Franco-Prussian war, but behind the scenes they were very much on the Prussian side.

Nappie3 had openly threatened to annex Belgium to France just prior to the war. As a result Belgian volunteers flocked to the Prussian army and Prussian supply lines ran unhindered through Belgian territory.
