Germans split their Parliament 50/50: half are elected directly from districts, half are assigned proportionally based on the share of votes their part receives in the election.

I know a lot of European countries use some form of proportional representation. My concern with it, is that it tends to make parties stronger and my libertarian instincts are to distrust institutions, including political parties. So, I’m not sure that getting rid (or even limiting) district based first past the post elections. That’s obviously not to say that it has no value, but it something that would be quite foreign to the American experience.
