Trump ordering companies to relocate their manufacturing would indeed be a sign of fascism if companies felt obliged to comply with this order; they will, instead, ignore it. There may be some that have been considering other locations anyway (e.g. Viet Nam) but Trump has reduced our government to a paper tiger that no one — business or foreign adversaries — takes seriously, except for farmers who have been devastated financially by his missteps.
