Probably not. It’s almost certainly another outrageous outrage. This kind of thing happens all the time. The wingnuts seem intent on using it to prove that white people are being persecuted by those evil black men.

I thought it was pretty obviously intimidation…not your typical event outside a polling station…so what’s next? loudspeakers and chanting “GO HOME!”
