How is this hard to understand?

In the corporate setting (and to a large extent legally) offense is in the ear of the hearer.* The Army regulations quoted earlier today make clear that commanding officers are expected to deal with it fairly and essentially on a case-by-case basis. (And I am pretty sure that if it is a commanding officer causing the issue there are methods to still request something to be done about it via an alternate chain.)

* - Note that the general policy is to try to find reasonable accommodation via communication. It’s obvious that an asshole on either end of the equation can simply decide to make things as difficult as possible. I know people who don’t know when to stop. And I also know people who are simply living to seek offense it seems. And you also don’t want a work place where everyone acts like a robot out of fear of triggering an offense.
