Arpaio admits he hired PI to investigate judge’s wife

Wait a sec, is he seriously trying to turn this back on Snow by saying that he did use public funds to hire a PI to investigate Snow and his wife, BUT she brought it on herself by saying that Snow wanted Arpaio to lose his reelection bid?
