I rather get the impression that the pro-Brexit crowd never expected to win. That they expected it to be a close thing, at which point they’d use the nearness of the vote to pressure the EU into further concessions to keep the UK around. They don’t seem to have planned for winning, nor did they plan for Cameron to leave them responsible for shooting the economy in the head.
