Sure. I just always get annoyed when I hear that phrase since it’s so palpably untrue.

What makes us a ‘polite society’ is our laws, not our arms.

Knowing your neighbor might be armed tends to keep the level of argument reasonable.

Laws are not what keeps a society polite. Virtually every nation has a lovely bill of rights and constitution. When one group or tribe can intimidate another without fear or repercussion problems arise.
