I would agree that they shouldn’t (editing to add: merely apply to citizens, implying that they should apply to everyone), but I don’t believe any of the people detained for rendition were detained within the US either. So they were neither citizens nor in the US. (Again, reserving the right to be wrong.)

I disagree with the whole concept of rendition and what was done, for the record.
