A lot depends on international agreements. In extreme cases, US soldiers overseas, arrested by American MPs, can be turned over to host nation LE for prosecution under their laws.

And I also think that if you are the other nation’s custody, you are then subject to their rules about questioning, even if the foreign officials let the U.S. officials ask some of the questions.
