I guess it depends upon what one means by “greatest”.

The mythologizing over Lincoln may have overtaken a measure analysis.

TJ was the center piece of the Constitutional movement, and one could argue that he is why the US is the US at all.

Or the GW was in no small way responsible for defeating the British, a long shot given that England was the worlds leading naval power and had a sizable army.

Or that FDR was the first truly modern President, using the automobile, and especially radio, in a way to bring the Presidency into the 20th century and set up a system of economics that is central to our modern way of life.
