I don’t think any of the AQ Khan customers have the technical ability to design and build a nuke warhead that will survive the stresses of a missile launch.

Yet.

For now, they, (AQ Khans customers), use air or ground delivery systems. Which, in the case of ground delivery, may very well be the more dangerous option.

But I’m not entirely convinced that any of the AQ Khan customer base has actually, successfully, tested a working bomb.
