Benway, in that bit, is the absolute apotheosis of the technocrat. A wonderful parody/satire of the bureaucratic mindframe - as one who lives and works in it, I always get a giggle out of it. If we were to try to do what Benway did, it wouldn’t require much of a change in procedure, just intent.

It’s been years since I read it. I’ll have to do so again. Maybe Project Gutenburg has it. No idea where my old copy has gotten to, alas.
