There’s no good answer. Paying ransom helps keep the hostages safer. In the 80s President Reagan would sell weapons to Iran, they would release one hostage and grab another, then we would sell more weapons. Paying ransoms was also a big factor in the minimal loss of life to the Somali pirates.
