It’s not deliberate, AFAIK. It comes from not pushing enough air over your vocal cords to maintain a proper vibration. Singers, professional speakers and instrumentalists learn how to use their diaphragm and abs to support the air column. Vocal fry, OTOH, is like speaking while running out of air.

No, I think it’s very deliberate. There’s a video of Kim Kardashian doing it, and you can tell she does it on purpose.
