When it comes to the police, we pay them to do what they do. This is an overwhelming weapon if we can figure out how to use it.

What should be done is that the governor should call up the NG and have them replace every police officer in the state until new officers can be hired - including psych evals and TS level background checks - and trained. And yes, then pay the new cops appropriately.
