Did the kid check in with park rangers before climbing? Someone should have stopped him before he even began with no proper equipment.

Capitol Peak is in the Maroon Bells-Snowmass Wilderness. They recommend checking in at the trailhead (it’s a box with some paper where you write your name down, the number of people in your party, and how many nights you’re staying in the wilderness) but it’s not required. There’s no ranger to speak of that makes sure parties are equipped for difficult climbs, it’s an honor system.
