if you are on a public (but passworded) wifi in, say, a cafe, on your windows xp laptop with filesharing turned off - can somebody on the same wifi copy files off of your harddrive?

If they can find another exploit on your machine, then yes. Any machine attached to any kind of network can be hacked.
