The video does not make it clear to me that he paid for anything. He clearly interacted and received something from the clerk but that may have been the merchandise, not change. Merchants will usually hand you merchandise before expecting payment. The fact that the shopkeeper ran to the door and tried to keep him from leaving suggests a theft. And Brown did shove the guy and intimidate him with his size.

That said, the video of him shoving the clerk need not have been shown at all as the DoJ recommended because it really has no bearing on the subsequent events. Even if Brown took the rellos, he did not deserve to be shot.
