It could be true, but it seems a little odd that there are police hanging around checking ID on everyone using a random gas station restroom. It doesn’t sound like she was making a regular stop where she was well know as trans or anything. The odds of catching someone would be astronomically low.
I wouldn’t be surprised if the police, or someone nearby, said she “looked like a man in drag.” One of the reasons we need anti-discrimination laws is that it can be easy to spot “a man in drag” and harass her.
Edit: And when I say this, I’m not talking about them caring whether or not the person is a trans woman or ciswoman. They have been given implicit approval to harass women.
