Thing is that if there’s a floor vote, this passes. It’s all about the caucus and GOP leaders trying to spin things in their favor best they can.

At it stands right now, Boehner either has to get a majority of his own caucus on board with passing this bill or else he’s left choosing between arsenic and cyanide.
