Rich people will still be able to buy everything tax-free, because the “Fair Tax” proposal specifically excludes businesses, it is a consumer tax only. So rich people will just charge everything using their business accounts.

The dodges and workarounds would be a sight to behold; barter economy, people driving their cars until they rust out from under them, old time repair shops and just plain doing without. Because this notion could not fail, it could only be failed, the people endorsing it would simply raise the tax as well as taxing services to make up for the lost revenue. And so it would go until this place becomes a banana republic.
