I’m not sure how or why this happened. I can only speculate.

It’s not like the Washington DOC didn’t know this guy’s history - they knew he was a risk to offend again. Did the local prosecutor know? Did the judge that ruled know?

If the prosecutor didn’t know, it is conceivable that was the reason for bail being set, rather than holding him pending trial. Also, it’s possible that the bail was set at $150,000 figuring that Clemmons wouldn’t be able to make bail, and he somehow managed to do so.

It’s real early to figure out why he was granted bail in this case. All we do know is that but for Huckabee’s clemency, Clemmons would have been in an Arkansas prison and wouldn’t have been able to carry out multiple crimes since his release.
