To me at least it’s frankly shocking that a high-rise building (commercial or residential) would even be allowed to be built in a major American metro area without fire suppression systems.

Building was built before current fire laws were in effect. My impression is thanks to pushback by developers like Trump, there isn’t a law to force owners of residential real estate to retrofit their buildings.
