We never had that in the UK. The timing for an IRBM attack was never more than four minutes warning, but even for a bomber attack nobody thought you had a chance. The UK abandoned all civil defence measures in the 1950โs, it was just assumed to be a waste of money and time.
(Lightning interceptor pilot doctrine was they could each get up to 4 bombers โ two with air to air missiles, one with the 20mm cannon, the last with the plane. No point about trying to get back to base, thereโd be no place to land.)
We converted nuclear duck-and-cover drills when I was in school in Michigan to tornado duck-and-cover drills.
The outcome would likely be the same.
