That’s a decent question. There are some relatively active groups between the two nations.

I also found out the Royal Family was directly hit by the attack. The Crown Prince’s wife lost her step-brother in the attack. And the Royal Family (Whether through the King or others) is patron of several groups that connect Norwegians and Americans.
