It sounds like a permanent loan.
In museums we often receive permanent loans when we recieve a gift from another collection but for whatever reason the collection’s deed of gift says that no item shall ever be deaccessioned. Clearly this is supported by teh bust being moved down the street rather than back to the UK.

If this is the case, Obama is uncouth.

Is there someone on the White House staff who is in charge of advising the President and First Lady about protocol?
