Seagulls. Nobody will be having a picnic on THAT beach. The gulls would be all over you if you tried. Seagulls are drawn to picnic as much as are pigeons, but they are much more aggressive and far louder.

Seagulls are acclimatized by bad behavior. They get bad in places where there are tons of people and the lowest common human denominator gets them accustomed to being fed. In the wild out here on the west coast, on beaches that don’t see huge crowds they behave themselves just fine.

The reason people won’t be picnicking on that beach is that they’d be too close to the seal rookery, violating the Marine Mammals Protection Act.
