From what I’ve read, the problem is that a lot of people in Greece view taxes as ‘voluntary’ at best, and a large percentage don’t pay, or live on the underground cash economy.

That’s one of the big differences between Greece and Italy and ‘Anglo’ nations such as the US and Canada: Our tax collection systems are a good bit more effective and are much harder to evade.
