Putin can lie. The existence of “ethnic Russians” outside of Russia has nothing to do with that.

Maybe back in 1938/1939 people where interested in those kinds of arguments.

Who cares what his excuses are?

It has a lot to do with why he invaded the Crimea and the Eastern, heavily Russian provinces of Ukraine. And indicates that he will at some point turn his attention to the Baltic states.
