It’s true in a symbolic way: Mayor elections (like presidential elections), one vote has few influence. However, in the minor elections (like dog catcher), one vote has a huge influence.

A gross mistake, because the minor elections have greater effects on their lives than the mayor ones.

And I guarantee you that the Tea Party and the other hard right organizations know that. They are actively working to get their people onto city council. County Commissions, things like that. One of plums for them is School Boards, so that they can inflict their versions History, Science and Social Studies on children.
