It’s a backdoor effort to force an election. Under the Fixed-term Parliaments Act, if the current gov’t loses a no-confidence vote, then a general election must be held unless Parliament then passes a vote of confidence in the gov’t within 14 days. Boris likely figures that either outcome benefits him: Either he gets a snap election or he gets the opposition to grant confidence in his leadership. So even if he loses the vote, he wins because an election will be called.
