I don’t know if Federalist Papers is just the website name or that site is claiming it’s from the Federalist Papers but there’s no way Washington said that if they’re using the FP as a citation. Washington didn’t write the FPs. Alexander Hamilton, John Jay, and James Madison did. Furthermore Washington was writing in a time before assault rifles and a time with a much more agrarian based population. And I highly doubt he wanted people to hoard guns and would oppose any regulation like background checks. We regulate free speech in the sense that I can’t go around the office swearing, we can and should regulate guns in the same sense that if my place of business doesn’t want guns, I can tell you and your gun to get the fuck out of my store.
