He doesn’t have a right to be in the US aside from that granted by the govt though. And the govt is free to decide which criteria it uses. So no, it has nothing whatsoever to do with the 1st amendment. As Shiplord Kirel pointed out, a foreign neo-Nazi can easily be refused entry based on his speech alone, which would be fully legal in the US under the 1st amdt.
