The Republican Party under Eisenhower bears no resemblance to the party since Newt Gingrich and especially since Trump.

Note re California constitution: Two ways to amend the Constitution:
1. Amendments can be proposed by legislature but they require 2/3 vote from each house and then submitted to the electorate for approval.
2. Amendments can be proposed from the public and the submitted to the electorate for approval.

Looks like this is doable.

See this is why I blame them for 18 years of inaction on this. Completely repealing the recall might fly like a brick but reforming it so Hitler Jr can’t win with 2% of the vote is definitely possible.
