CNN the other day played a snippet on Ralph Nader who was saying that billions of dollars in bailout monies going to GM would eventually wind up in China, since General Motors outsources to China..(although, Nader wasn’t calling explicitly for a boycott, he was PO’d.)

There is some truth to that. However, more is outsourced to Mexico I believe. I do know that Mexico gets tons of $$ to make certain GM parts. Canada gets a big share also.
