It means that if the candidates name were actually “Roger Thompson”, but they appeared on the ballot as “Frank Thompson” because they went by their middle name, that “Frank Thompson” would be a vote for the write-in candidate.

Again, I have no horse in this nor have I followed it closely. But a quick glance of State Statue reveals what I stated

Actually, the next sentence contradicts it. Simply putting the last name of the candidate is not writing in the candidate’s name as it appears.

Do you understand that?
