It may be state-by-state, but here in Minnesota, we were always taught this in our tae kwon do classes. Men, in particular, were told, “If you use force for self-defense, you WILL be arrested. Full stop. You need to make sure you can prove your life is in danger, and even then, you still might be charged and have to answer for it in court. Make smart decisions about exercising your skills outside the dojo.”

There was also caution on kicking to the head. You may fall down and its a looong way from the ground all the way to a head. LOL.
