I’m assuming it is because he hates America and loves the Terrorists. Other than that, I’m completely baffled. Maybe he wants to make sure his approval rating doesn’t get too high. A guard against hubris.

When (or if) the polls begin to show that his approval rating on this has fallen, I expect to see the current process that he claims he wants to shorten, with some sort of minor insignificant change, being rolled out with great fanfare.
