Meth is becoming a “thing” now in rural China, as it has in rural America. There have been some drug smugglers caught bringing the stuff into Hong Kong and Southeast Asia from Guangdong.

The reasons are the same as they are in the USA. Lack of jobs for poorly educated people, low paying jobs, a feeling of being trapped, and promise of a quick buck for those who want to risk making the stuff.
