Cuomo does call the election, but it depends on the triggering event and when the next scheduled elections were to be held.

By delaying, Collins and the GOP are depriving constituents of their rights until a special election is called. Cuomo has delayed things as well - as with Rep. Slaughter.

That’s why these things should be taken out of the hands of a governor or legislature - it should be an automatic primary election called within 45 days of the dead/resignation, and 90 days to a general. It eliminates the fuckery that can occur.
