I’m not seeing actual political disagreement there, just a statement that they’re not yet out of harm’s way, which is entirely true.

So Obama says he’s fulfilling a pledge to start ending the unpopular war to try to stop his poll numbers from dropping and the MSM is trying to help by reporting that the war is over. The troops that are still there don’t see it that way. That’s how I read it.
