I don’t know what the federal rules are for detaining people. It may predate the Patriot Act. Conveying bomb threats across state lines, or an act of terrorism by electronic means across state lines. Gonna have to look up the federal rules. On its face it would seem crazy to lock up a 16 year old but we don’t know what he threatened to do.
