Actually, the Japanese used it during WWII, just not against the western allies for fear of recrimination retaliation.

And besides, I was going for a condiment as horrible weapon type joke. No need for historical accuracy in a joke.

Fixed. The Japanese did not fear condemnation by foreigners, which is what recrimination would mean. What they did fear was retaliation-in-kind if they used chemical weapons on US or UK troops. Japan was not able to provide adequate chemical-protective gear to its troops and knew it. So they refrained from using mustard gas against the British or Americans, because they knew they would get the worst of the exchange.
